Fan of Dylan's music, would not require a lot of research and would allow me to do some more hand rendered design.

What do you want to get out of it?

Develop skills in using an image to embody something, develop illustrative skills and to have the opportunity to combine music with design.

What do you want to do/make/propose in response?

Create an image featuring something recognisable of Dylan (hair/sunglasses/harmonica).

What do you need to do to make a proposal?

Knowledge of Dylan/his influences, make referrals to previous albums, for both the music and the album artwork.
